Download blockchain.raw and Import the blockchain from source:

electronero-blockchain-import --batch-size 20000 --database lmdb#fastest --guard-against-pwnage 0

Download the GUI and the latest CLI release, extract both (copy the all the CLI files into the GUI folder for one directory)

Open up notepad and paste the following code:

electronerod.exe --add-exclusive-node 46.101.76.70:12089 --add-priority-node 46.101.40.29:12089 --add-priority-node 165.227.189.226:12089 --rpc-bind-port 20393 --rpc-bind-ip 127.0.0.1

Click file, save as, then type a filename - electronerod-rpc.bat, change file type to all files, and then save it in the GUI wallet folder.

Once it is saved you first start up the bat file just created and then startup the GUI.
